Short answer. In 13 states, yes. Alabama, California, Connecticut, Illinois, Louisiana, Maryland, Nevada, New Jersey, North Carolina, Oklahoma, Oregon, Texas and Virginia license locksmiths, and so do New York City and Nassau County, New York. Everywhere else there is no locksmith license. And if you work in Florida, the county licenses you may have read about ended on July 1, 2025.
That list comes from ALOA's advocacy page, which says it is current as of January 2025. We checked it against each state's own licensing page in October 2026. This post is for the locksmith owner. It covers what each state asks for, what changed, and how to turn a license into calls.
What counts.
- 13 states license locksmiths. 37 states and DC do not.
- Florida lost every county locksmith license on July 1, 2025. Most guides still say Miami and Hillsborough County license locksmiths.
- Nebraska and Tennessee repealed their laws in 2021. Illinois is set to sunset in 2029.
- Google asks for your license number before your Local Services Ads run, where your area requires one.
- The name on your license, your state registration and your Google listing should match exactly.
The 13 States That License Locksmiths
Every one of these states runs a background check. After that they split. Some license the company. Some license each person. A few test you. Each state's own page says this, as we read them in October 2026.
| State | Who issues it | What it takes |
|---|---|---|
| Alabama | Electronic Security Board of Licensure | Company license plus an individual license for each locksmith. Proof of $250,000 in liability insurance, per the 2022 Locksmith Ledger review. |
| California | Bureau of Security and Investigative Services | Company license and employee registration. DOJ and FBI Live Scan. A contractor's license too if one job site runs over $500. |
| Connecticut | Department of Consumer Protection | State and FBI background reports. $200 fee. Renews December 31 of every even year for $200. |
| Illinois | Department of Financial and Professional Regulation | Approved 20 hour basic training and a state exam. Separate agency license. Employees carry a registration card. |
| Louisiana | Office of State Fire Marshal | Company and individual licenses. Training such as an ALOA certification. 24 hours of continuing education every three years, per the 2022 Locksmith Ledger review. |
| Maryland | Maryland Department of Labor | The business is licensed and every working employee is registered. Fingerprints for all. $300,000 in liability insurance. Two year term. |
| Nevada | The county sheriff | A permit from the sheriff of the county where your main shop is, per the 2022 Locksmith Ledger review. |
| New Jersey | Division of Consumer Affairs locksmith committee | Age 18, high school diploma or a waiver, fingerprints, and continuing education to renew, per the 2022 Locksmith Ledger review. |
| North Carolina | Locksmith Licensing Board | A board exam. Apprentice licenses exist for new techs. The board sells a $45 study guide. |
| Oklahoma | Department of Labor | Separate licenses for companies, managers, technicians and trainees under the alarm, locksmith and fire sprinkler program. |
| Oregon | Construction Contractors Board | A locksmith certification tied to a CCB license. $60 fees. Two year term. About 7 to 10 business days. |
| Texas | DPS Private Security Program | A licensed locksmith company with a qualified representative. Two years of full time work, or approved courses, an exam and a 2,000 hour internship. |
| Virginia | Department of Criminal Justice Services | Any person who does locksmith work. 18 hours of entry training, a $25 fee, and up to 90 days of work while the application is pending, per the 2022 Locksmith Ledger review. |
The rows marked 2022 come from the Locksmith Ledger state by state review, published May 23, 2022, because the state page did not post those details. Fees change. Check the board's page before you file.
Texas Is the Hardest to Get Into
Texas asks the most. The DPS experience page says a locksmith company representative needs two straight years of full time locksmith work. The other path is a 48 hour basic course, a 600 hour fundamentals course, a proficiency exam and a 2,000 hour internship with a licensed Texas shop. The same page says Texas has no reciprocal agreements with any other state.
California Has a Contractor Trap
The BSIS fact sheet says a company that does more than $500 of work at one site also needs a contractor's license. That is a lot of access control and storefront jobs. It also says a person who only copies keys is not a locksmith under the law. New employees get a 120 day temporary registration once they apply.
Cities and Counties With Their Own Rules
Two local licenses are still standing, and both are in New York.
New York City. The Department of Consumer and Worker Protection licenses each locksmith as a person. You prove your skill one of five ways. Two certificates from licensed NYC locksmiths, a union letter plus one certificate, a school certificate, an ALOA certification, or a locksmith license from another US jurisdiction. Licenses expire May 31 of odd years. A full two year license costs $100, and the fee drops the later you file in the cycle.
Nassau County. The Nassau County Department of Consumer Affairs lists locksmiths under section 21-12.1 of the county code, with its own regulations and a license look up.
Outside those two, a city may still want a general business license. That is a tax and a registration, not a test of your skill.
Florida Changed, and Most Guides Missed It
This is the biggest change in years, and almost nobody has caught up.
Florida never had a state locksmith license. Instead, Miami-Dade and Hillsborough County ran their own. Hillsborough's came with background checks, photo ID badges and an insurance minimum, per the Locksmith Ledger review. Then the state stepped in. Section 163.211 of the Florida Statutes moves the licensing of occupations to the state. It says any local license on an occupation that existed before 2021 expires on July 1, 2025.
Both counties followed it. On July 8, 2025, Miami-Dade posted that it stopped issuing locksmith licenses on July 1, because it no longer has authority over the trade. Hillsborough County's page now says it no longer issues, monitors or registers these licenses. Broward County had already dropped its locksmith license, per ALOA.
So a Florida locksmith needs no locksmith license at all in 2026. That cuts both ways. It is easier to open a shop. It is also easier for a fake listing to open one next to you. In Florida, your proof has to come from your reviews, your photos and your address, because no county badge backs you up anymore.
States That Dropped Their License
The trend is toward fewer licenses, not more.
- Nebraska and Tennessee both repealed their locksmith licensing laws in 2021, per the Locksmith Ledger review.
- Illinois has its locksmith law set to sunset on January 1, 2029, per ALOA. Until then the license is still required.
- Louisiana had two 2024 bills on locksmith licensing, HB 607 and HB 491. ALOA says they may be signed in 2025 or 2026, so watch your state board.
A sunset date is not a promise. Lawmakers can move it. If you work in Illinois, keep your license current until the board says otherwise.
What Google Checks Before Your Ads Run
This is where licensing turns into a marketing question.
Google treats locksmiths as an urgent category. Its Local Services screening page says locksmiths get extra screening, including background checks and Advanced Verification. It lists a state business license check for locksmiths where local law requires one.
The Advanced Verification form asks for your license type, your license number and its expiration date. You can pick "No license" if your area does not require one. It also says the business name on your license must match the name on your state business registration or DBA.
That last line matters more than it looks. Say the license shows one name, the LLC filing shows another, and the Google listing shows a third, stuffed with keywords. Each mismatch can hold up your approval, and every day without approval is a day with no ad calls. Our post on locksmith Google Business Profile verification and suspensions walks through the listing side. Our Google Ads vs Local Service Ads breakdown covers which one fits your market.
Put Your License to Work on Your Website
We audit a lot of locksmith websites. Most licensed shops hide the license. It sits in tiny print in the footer, or nowhere at all. That wastes the one thing a scam listing cannot fake.
We set it up this way for locksmith clients.
1. Show the Number Near the Phone
Put "Licensed by the [state board], license number [your number]" right under your phone number on every page. That is the moment a customer decides to call or keep scrolling.
2. Link to the Lookup
Link your license number to the state's own lookup page. A customer who checks it and sees your name is a customer who calls you, not the next ad.
3. Make the Names Match Everywhere
Use the same business name on the license, the state filing, your website, your Google listing, your van and your invoices. Google's Advanced Verification checks the first two. Customers check the rest.
4. In an Unlicensed State, Show Something Else
No state license does not mean no proof. Show your ALOA certification if you have one, your insurance, your city business license, your street address and real photos of your own jobs. New York City even accepts an ALOA certification as proof of skill, which tells you how much it counts.
5. Write One Page for Your State's Rules
People search this. In our October 20, 2026 pull of Google Ads data through DataForSEO, United States, "locksmith license" drew 1,300 searches a month. "Locksmith license california" drew 390 and "locksmith license texas" drew 210. A short page that explains your state's license, with your number on it, answers that searcher and proves your point at the same time. Our guide to locksmith service pages that rank shows the layout.

Where the Gap Is
For "locksmith license requirements by state" in October 2026, an AI Overview sat on top. Below it were three field service software guides, a locksmith shop blog, a job board, a license tracking software page, an insurance agency post, a Facebook post and an AI license site.
Three problems showed up.
- Florida is wrong almost everywhere. One AI license site says Florida needs a state locksmith license and a state exam from a "Florida Department of Public Safety." Florida has no such license. An insurance agency post from November 2025 still lists Miami and Hillsborough County as licensing locksmiths. Both stopped on July 1, 2025.
- Dead states are still linked. The top ranked software guide links readers to Nebraska and Tennessee license guides. Both states repealed their laws in 2021.
- Nobody ties it to marketing. Not one result mentions that Google asks for your license number before your ads run.
Of the pages we checked, the most linked is the 2022 Locksmith Ledger review, with 6 referring domains in our DataForSEO backlinks pull. It is a good piece. It is also four years old, and Florida changed after it was written.
The plain answer is short. Check your state's own board, not a blog. Then put that license where your customers and Google can both see it. If you would rather have us build that page, we take one locksmith per zip code.
